"Either Canada changes rules or he will have to roll up his sleeves" - National Bank Open director on Djokovic playing in Montreal

Novak Djokovic can't play at the Montreal Masters with the current rules in play as was confirmed by the Health Minister of the country.
As it stands now, Novak Djokovic is not vaccinated and won't get vaccinated which permits him from playing in North America at all. Both Canada and the United States have rules in place that don't allow foreign nationals who are not vaccinated to enter the country. That was confirmed by Health Minister Duclos who clearly outlined that the rules apply to everyone.
He did not name-drop Djokovic in particular although the reporter clearly asked about Djokovic. Now, tournament director Eugene Lapierre did name-drop Djokovic saying:
“The situation is clear – either Canada will change the rules regarding vaccination or he (Novak Djokovic) will have to roll up his sleeves and receive the vaccine. However, I do not consider either of those two scenarios likely.”
